You can't really determine when the letter took a hit. It could of occured a very long time ago. So any evidence of a hit could of been worn away in circulation. The issue on your coin is impossible to occur during the minting process. Letters don't just slant on the die. If that was the case many more Quarters would if been struck the same way and it would been a known variety by now.
