S B Anthony coins

I just was checking out Ebay. some guy had a 1980 Susan B Anthony souviner PDS set sealed in its original envolope. Below the pic. of the envolope there was three SBA. I asked him if the coins pictured below were the coins that would be sent. He sent back a ''Yes''. How can that be if the envolope is sealed?

Are you sure that these sets were sealed? I do not think that they were......

 

He probably means that the cellophane is still sealed. I don't think the envelope on those sets were sealed.

 

he may have meant that the coins pictured represent the same coins inside the sealed envelope?!?!?!
