Russia Czarist medallion identify

    I have had this Russian Czarist medallion since the 1960's when I found
    it in a Califoria coin dealer's "foreign" box.

    Head of woman facing right in wreath
    Cyrillic inscription
    Reverse:
    Czarist double-headed eagle
    Size: 27mm
    Metal: Bronze
    Weight: 3.66gm

    Is this an accurate translation of the Cyrillic?
    FOR WOMAN GIRL/MAIDEN JEWELRY/DECORATION

    Any idea what it was for?
