I've seen those letters used on coins listed on Ebay. I cant figure it out.

That would be RePunched Mintmark! D/D or S/S and the like.

 

Think it's RPM not Rpm. Well could be Revolutions Per Minute, Repaired Paper Money, Rotten Purchase from Mint. More than likely it is the Repunched Mint Mark though.
