    Here a 1983 gem bu from my rolls. this one maybe a rpm? what do you think???

    No Jello i think it's machine doubling mixed in with some Die deterioration doubling you could see it on the date as well sorry.

    It looks like plate shift/split doubling. here's an example on a '93 cent. Very common on the copper plated zinc cents and often mistaken for RPMs.
