There seems to be a curl coming off the top serrif of the 's', but it's connected to the 9. Is it a die crack? Also, there seems to be some excess metal on the top of the 1... ?
The S appears way to close to the 9 and 5 to be #003, but there does seem to be something going on there. Could be a new one. It gets fuzzy when I zoom in. Wait for non cents, he will know.
I have a few of these myself, and I believe it to be a crack. There's nothing on copper coins that indicate this type of RPM.
