In general, interest starts at about 90 degrees. A few degrees falls within tolerances of production. However, small rotation combined with a high grade is a different story

I believe it is the percent of rotation that dictates value. As mentioned, the mint has acceptable tolerances, so outside of those, the interest comes with just how much it is rotated beyond those limits.
