Not too familiar with the error type lingo, but I think this is from a die chip? Or maybe cud? I'll let you guys determine...
The bump is the one in the center of Roosevelt's hair, in case you weren't sure. It's very noticeable to the eye and clearly protrudes to the touch. Best way I can think of describing is almost like a braille bump. Probably a little bit larger and a little more jagged at the top.
It's not a cud, but a small break of some sorts. The same with around the eyes which, for whatever reason, is fairly common on Roosevelts.
Good observation. The area around the eyes also has the bumps but not as much which is why I didn't mention it. My guess, and I admit I don't really know much about this stuff, is that the die was towards the end of its life and was already breaking leaving these holes. ???

That certainly could be the case, but I've ways leaned more towards it being the result of the tight yet detailed area not holding up that well. Some are fairly minor while others show more significant breakage, so perhaps it's both.
