    So are those markings consistent with something that the fed would do, or is this just graffiti? I'm not a paper guy, so I'm not too familiar with the inspection process.

    He's smoking something. Those are just ordinary markings - note the written 100 - probably somebody making up a strap and marking the count on it. etc.

    As the OP said these are essentially chopmarks. They are applied by merchants to attest that the note is not counterfeit. They are common overseas and in areas of the US with large Middle Eastern communities.

    Whether teller's stamp or "chop marks" it's worth $100.
