I would have thought that on a third print error such as this, that the Green FR Serial Number would also be present? I do not believe that a twice printed "black seal" is possible.
It is possible but not likely. The fed and treasury seals are applied by different machines. But it would mean this sheet passed through the same machine twice which is not likely. More importantly, the way it is folded the two number 4s near the fed seal should also have printed on the back but they are missing. That is how you can tell this has been faked.

Yep, very clever fake error attempt, but the district number should be there too as lettow mentioned. The seal also looks very ink-jetty, and there is other random ink remnants that make it look like it passed through a printer. And not one at the BEP. I hate %&^& like this.
