I believe that is a radar note and a nice one IMO. Good find.

 

Not a radar as radar reads the same forward and backward. (ex. 12344321)

Very true, your note is a repeater. Serial numbers with a sequence of numbers that repeats itself is a repeater.

 

your note is actually just a 'neat' number. A repeater is 12341234, 60606060 etc

 

Note 34383438 (repeater) Note 34388343 (radar) Your note 34383834 (close, but no cigar)
