I noticed this item on EBAY and am curious exactly what is an ANACS recolored Lincoln Cent. I don't know how to attach the EBAY link but the item number is 8395234815. I would like to know if this is some sort of chemically induced process , if so how would it have been done , or is this something that happened naturally ( I don't see how ). If natural or chemical how can someone tell this condition on the coin ? Thanks for your responses.
There is no such item number I can find. But to answer your question, it means the coin was cleaned and artificially retoned.

Without wasting my time looking at that item I'll just tell you there are numerous methods of toning a coin. some can be done fast and some take time. There have been many, many posts here and elsewhere on how to do it and almost every one is slightly different. If you want to try it yourself, just take any modern, cheap coin, old or new and try several methods. One is to bury it in wet dirt for a while. Other methods are to put it in a paper bag with eggs. Then there is the heating with a candle, putting on a stove and then cooling by dumping in dish soap, find a place outside where it would not get stolen and just leave it there, emerse it in vinegar and then allow to dry, spit on it, cut your finger and place blood on it, cover it with a peice of sauage, etc., etc. AT is just a faster way than nature to color metal.
