If you are asking why the mint mark looks like a blob I strongly suspect it's because of a die chip.

Can anyone tell me if this coin would be considered double die mintmark?

It seems like letters look doubled on Liberty as well....

There is no such thing as a "double die mintmark". If the mint mark was punched more than once on the die it is called a "repunched mint mark" or RPM.
If the die shifted during the hubbing process it is called a "doubled die". If it is a doubled die the mint mark would not be doubled as it is punched after the die is hubbed. If it is a RPM the mint mark is the only part that would be doubled. If both the mint mark, and the date are both doubled chances are it is worthless "machine doubling" or MD.
