Rare Date Error?

An elderly couple at my church gave me this coin many years ago. The weight checks out. Looking at the edges, it doesn't appear that anyone has modified the date by drilling through the side and raising the metal where the date is supposed to be.

One dealer recently thought that the coin is a 1931-S coin which got banged up on the 9 separating it into two 1's. If you examine the date up close and personal, it doesn't appear that that is what happened because the first two 1's in the date are fatter then the third 1. If the 11131 was a 1931 coin that suffered damage it would look a little different with the second 1 being more curved then the third 1.

Any suggestions on how to determine if this error is authentic or an alteration?

Looks like the nine has suffered some damage (the missing material through the middle)

What I don't understand is why the second 1 is as long as the others and quite straight. If it is part of a 9 that has been damaged, which it most likely could be, I would imagine it to be a little shorter in length and possibly more curved.

If you were to look carefully at the nine and how it is shaped you can see where the curves at the bottom and top of nine is there.
