The Greysheet does not list prices for cleaned coins. I'm afraid the only way to determine value for a cleaned coin, or any problem coin, is to sell it.

Grey sheet for a problem free EF40 is 300.00... what would you put this examples value at?

Well a cleaned coins sometimes cuts the value in half...sometimes less...

There is no rule of thumb Carter for it can depend on too many variables - the availability of the coin in question, the severity of the cleaning & resulting damage, and most of all - how badly the person wanting to buy the coin wants it.
