I'm an "original packaging" kind of coin collector and have noticed something about the 1994 Proof Silver Eagle and its packaging. Maybe someone knows the story here. I'm looking to buy one of the 1994 Proof Silver Eagles and of course I'm verifying that the original government packaging and certificate of authenticity are available and in good condition as well. However, it appears that there are some 1994's in the purple packaging with the old style COA and there are some 1994's in the blue packaging with the new style COA. If you're wondering where I'm seeing this, it's eBay. Were there both types of packaging/COA's in that year since the Mint was transitioning from San Francisco to Philadelphia at that time?
