What is the difference between a

1994-P PCGS MS69FS SMS and the one in the Jefferson Proof Set called a ""Specimen"???

I've never seen on anywhere that actually said ""Specimen" on it...

There is no difference. All it is is NGC and PCGS - they each use a different designation. It's kinda like DCAM and UCAM.

I thought the SMS was the one that was only issued in the Jefferson set

You can also find nice PL's of this coin in the mint set. They have a different texture than the specimen coins though.

It is. But some people call it specimen.
