I was wondering if the coin above was possibly Emesa or Laodicea-ad-Mare mint.

Definitely Rome. Emesa and Laodicea have distinctive styles that separate the types shared with Rome and Alexandria but this type is a Rome only product. Emesa and Laodicea 'Old Style' used distinctive types but Laodicea 'New Style' overlapped and copied Rome types starting with IMP VIII. This is all the old traditional line which I believe will someday be revised at least as far as where the mints were located. The places were guesses at best and the new answers are more likely to be more general like 'Syria'.
