If the certificate for a coin says "500 Silver", does that mean its 50% silver?

If so, can it be described as a Silver Dollar?

For more info on the coin, its a 1985 Proof Canadian Parks Silver Dollar (at least that is how it is described).

Yes, it means it is 50% silver in composition. It can be described as a silver dollar also. Sometimes, dollars with 0% silver are also called silver dollars (Like an Ike dollar). They are called that because of the color and not the composition.
