If you are asking about the hard plastic tubes sold by coin stores, they are not likely to have PVC, as it's purpose in plastic is to serve as a softener.
If I am not mistaking ziplocks have no PVC in them.A pretty good way to get an idea if something has PVC is to see if the item has the smell of a new shower curtain.Once you smell a flip that has PVC you will not mistake the smell again.

I had some small 2x2 plastic ziplocks that I got at a flea market. I put some Unc SBA's in them and about a month later I noticed the coins had turned a dull grayish color. Is that a sure sign that the bags contained pvc?
