Yes, it is a fantasy coin. Mind you, not my fantasy. Probably made for the Native American and Mestizo politicos that promote the pre-Colombian Aztlan concept. A kind of unity idealism against or counter to the former Spanish rulers and or modern American Anglo yolk.
I found several items similar to this one on the internet, most dated 1863. Possibly a fantasy inspired by Mexico's Maximilian period. Interestingly enough, some of the sale listings stated that the items were gold.
