The doubling on the letters tends to look like movement of the die between strikes, it doesn't look like a doubled die, the doubling on the spikes on Liberty on the other hand show clear separation like on a doubled die. The real question is are both images of the spikes raised on rounded, or is one of them flattened. (Can't tell from the image.) That is going to be the answer to the question of what exactly this is.
