Don't know if it is rotated, but it is definitely a mis-aligned die clash with LIBERTY boldly visible in the field below the right wing (viewers right) and also in the center of the shield.

Yes. When it is significant like the ones posted here, it attracts some extra interest in the coin. Bust coinage is known for extreme doubled profiles like these. Here is mine! This is an 1823, Ugly 3, O-110a. PCGS EF-40, from the Mike King collection.
