I purchased an item from a German seller about a month ago, and messaged him wondering where it was and whether he had a tracking number. He did, and he sent it to me, but it's not coming up on the USPS website (which is where I've had all my international tracking numbers come up without problem). Is there a problem here? I mean, is it a sign of trouble if it's not coming up on the USPS website (and it's also not coming up for FedEx, UPS, DHL...) ?

When do you open up an item-not-received dispute? I'm making the assumption the tracking number is good...

Somone can correct me if I'm wrong, but I think you only have a couple more weeks in which to file a claim through PayPal.

When you send an item, you go to the USPS and mail it. They have a tracking number and you can track it. When your German friend goes to the post office, he has no way to get to a USPS office. Any tracking number he has is from Germany. You might try asking him just whose tracking number he gave you. Give him a couple of days to give you an answer and then file if you are not happy. The only exception might be to TALK to eBay.

So I went ahead and opened up an ebay dispute...

About an hour after I open the case, the seller sends me a message that he sent the item out and gives me the tracking number again, but this time tells me it's being shipped from Romania. Now, I checked with the company that handles mail in Romania, and the tracking number he gave me shows that he shipped it out on April 4th (4 weeks after I paid!!!!) and that he lied to me when he said it was shipped on the 18th.

What would you do now? I mean, continue with the paypal case and get a refund, or close the case and *hope* that the package arrives without problems and that the item is as described? I just don't want to close the case or miss my 45 day limit to open up a dispute... but then at the same time, I don't want to screw the guy (even though he did lie to me and only shipped my item out after I reminded him about it, which ticks me off because he may have wanted to screw me first :veryangry:)

I would say continue with the dispute. If/When the coin arrives, if it is as sold, pay the seller again.

If you have an American tracking number (USPS, UPS, FedEx, etc.), you can just enter the number in Google and it'll connect to the right carrier. I don't know if it will work for an eastern European tracking number but you could try.
