Printing Error ?

Can anyone tell me if this is an error at printing or did someone spill red ink ?

Looks like a marker stain. That colour of ink is never used on currency. If the stain was nearer the edge, it would indicate that a stack of notes were stamped on the side by a bank.

 

I thought it might have been from the torch . Thanks
