My experience has been that virtually EVERY original bank wrapped roll of the paper variety has one of those on each end. Kids and traintracks... Ha....
Post mint. And it's not a bag mark. Anytime you see a circular pattern like that, or a sheared off last # in the date there is only one culprit, the automated coin roller. They've ruined more coins than kids and railroad tracks.
