I've looked through different books, but I can't find this coin anywhere. It flips like a medal. At first glance I thought it was Russian or German, but I couldn't find it there. Basically it looks like the pictures below. If you can't read the date it is 1916. Besides that there isn't anything written except for the 10 denomination on the 2nd picture.The edges are reeded. Please help me identify it.

It is valued in the 2006 Standard Catalog of World Coins at 15 cents F, 25 cents VF, 50 cents XF and $2 Unc. The side with the Austro-Hungarian Empire's double-headed eagle is the obverse.
