looks like strike doubling,from the picture shown,if it were larger and more clear,along with references of the date,it would be a bit easier to research
The first photo appears like strike doubling -- not an error, per-se. The second photo has me a bit confused, but also appears to be strike doubling.
Without looking at the coin in hand and going just by the images you have provided, this appears to be a classic example of machine doubling, often referred to as ejection doubling and occurs during the striking process and not a product of a die that was doubled during a hubbing process. The shelf like step appears randomly and will not be successively struck on every coin. Happy collecting. I've been know on occasion to be wrong.
