I've never really been into mint sets. Picked some up and found this in the first one I opened.

It seems to be a folded strip of cut off plastic from the packaging and is sealed in with the coin.
Are/were issues like this common? Does it effect the value of the set?

Just stay packaging error. Should not affect the price.

It may bring an extra dollar or two but it has no effect on the coins. I have a mint packaged printing error and it didn’t cost me any more than buying the coins.

Happens decently regularly. I've actually found more sets mis missing or extra coins than I have with this extra plastic.

    Thanks everyone.
As long as it doesn't lower the value I'm fine with it.

Most of the time I agree but in this case I wanted some mint sets so the holder is part of the package.

Mint sets are a good pickup for face value up to 1.5 face... 2 times face value for the right years and if you want to throw the seller a bone :p
I guess that would apply to Proof sets as well.
