Here's a question for everyone; Why didn't the BEP recognize the Color as a minor revision??? Basically shouldn't the lower one be a Series 2006A?

Yes, that is strange. However, the change of prefix from "H" to "I" denotes the colour change. It's the only note to have a prefix change within the same series (check out this serial number site for a full list).

In that list, you'll see that 2006 series are mostly "I" ($10, $20, $50), with "H" used for $100, and also for some $5. Series 2009 are all "J", and weirdly, 2006A are "K" ($100 only at this time).

    The prefixes are used thus:

    A 1996 ... $20 $50 $100
    B 1999 ... $5 $10 $20 $100
    C 2001 ... $5 $10 $20 $50 $100
    D 2003 ... $5 $10 $100
    E 2004 ... $20 $50
    F 2003A ... $5 $100
    G 2004A ... $10 $20 $50
    H 2006 ... $5(*) $100
    I 2006 ... $5(*) $10 $20 $50
    J 2009 ... $10 $20 $50 $100
    K 2006A ... $100
