I'm guessing that it looks blue due to the blue eagle behind it and that it's an under inked seal. Don't know if it's underinked enough to count as an error. Generally I find these seals to be overinked, so it is weird to see one that is underinked.
And just for reference, a picture does speak a thousand words. Thanks for coming back and posting the pics.
other then a curiosity or a conversation piece.. i doubt it. i base this on my own opinion that the note is slightly under inked. i could be wrong! inthe event i am, it might be worth more then face. Since you think it is a blue, i would keep it.
im still going wiht a faded or underinked .. but, keep it.. what do you have to lose except the $20 to spend
Take a 2400 dpi scan of just the seal and upload it. I can show you that it's underinked and just has a blue appearance due to the blue ink underneath. Ours eyes can't see that high of a resolution and therefore blend details together.
I say just keep it anyway. It very well could be the wrong ink. Its not unheard of. I know a guy that used to work at the place that makes the paper for US paper money. I will ask him, he might now something about this possable wrong ink of light stamping. Althought That stage of the printing might take place at the Bureau of Engraving and Printing. Did you guy know that I live three hours away from where the paper for all US paper money is made, Dalton Mass lol Id go trash picking if i didnt know it would get me arrested and I already know they toss nothing out. Any error sheets are distroyed.
