Perry's Victory Quarter Doubling

Hello, I would like some feedback on this Perry's Victory quarter I found that appears to have some doubling on all the letters, I zoomed in on the words Quarter Dollar to give you a better look at what I'm talking about. What I'd like to know is if this is true doubling or something else. Thanks for any help you can give me.

I'd say MD, but, there is some double ear errors for that year
