PENNY OVER PENNY???? Is there any such thing?

I was always told to carefully look at your change.
This coin is quite unusual. I have seen penny/dime but penny/penny?
Could this be genuine or is it a fake?

I did this because I realized there was a separate category for error coins. So, I thought someone who is on this forum would have a more informative answer.
