    What is the cutoff point (year) where pennies have no value other than their one cent face value.

    If you are talking general circulated coins, all of 1981's are copper and about 1/2 of the 1982 are also.

    Well it really depends on what you mean - to me all zinc circulated coins are 1 cent. Then the 59's to 81's and 1/2 of 1982 cents (per RLM) are worth copper value. Numismatic value would differ based of the grade. Then pre-1959 wheaties are worth 2 cents each - not including key or semi-key dates. This is the value my dealer gave for to someone for a roll of wheat cents.
