Sorry, but I do not know enough about jewelry to to have a clue about this seller. Also, how do you get "Fake feedback"?
My english is not very good but I'll try to explain... check the feedback... 1st 28 ones = cheap items without shipping; so he got a feedback quick; always as buyer. next feedbacks (as seller) all of them from users with little feedback (created by himself). And check this: auction ended October 1st.; seller feedback received October 2nd. and he is located in China. This is a common technique used by "narued" users.
First, this is not a jewelry forum and, second, we are not eBay police. His feedback may well have occurred as you say, but it still took 30+ sellers (including power sellers) to get those numbers. It may be on the shady side, but it is not illegal, let alone, against eBay's rules.

Shopping on e-bay always comes at a risk. If you haven't already, report the seller to e-bay and give negative feedback. There isn't a whole lot more you can do, unfortunately. Sorry about your less than life-affirming experience.
