OOPS! Doubling?

I tried reading the sticky post about doubling, but could access only the last section, so I may be asking an ignorant question. The coin is a Nepal 1 Rupee dated 2035 (which translates to about 1978; New Year's in Nepal falls in April, so there is not an exact correspondence). There is interesting doubling on the reverse. The difference here is that it looks like a mistake was made in creating the die and at least a half-hearted effort was taken to erase the mistake (note the heavy file lines on parts of the reverse) before fixing it. The sword in the center appears to have been of the wrong design, being about the right length, but having a different, narrower guard. Some of the lettering also seems to have been too small and/or narrow. Is there such a thing as "reworked die doubling" or am I misinterpreting what I am seeing?

That's some nice doubling going on there. That's a keeper.

It looks to me like the hilt of the sword was designed that way. The "file lines" as you put it look to be polishing lines since they are in the fields only.

Here's what I'm seeing(among other things), but not being familiar with the coin at all, it could have been designed that way.

After looking at an image of the 1 rupee on World Coin Gallery I'd say it's definitely doubled. I have no idea about the die making process in Nepal, but it does appear that it would be some type of design hub doubling(class 3).

Here is what a "normal" center of the reverse looks like (this is from a 2036 coin as I do not have another 2035)
