One of the last Emperors of Rome - but who?

In Louvain (Belgium) on a coin fair, on Tuesday, I bought this goodlooking little Roman coin of the 5th century. It's probably a Central European imitation of a Salus Reipublicae type.
The obverse shows the imperial diademed bust to the right with some unreadable lettering, the reverse a Victory stepping to the left and dragging a captive, with some more unreadabilities. 10 mm, 0.78 gr.

Can you tell me which emperor this is?

Gee, that's awfully hard to tell. Maybe Valentinian III?

Not any chance that it could be an official coin, I suppose?
