Which would you call it? It appears to be off enough for some of the numbers in the date to be missing. I understand it's not significant either way. Just wanted your opinions!
Since the reverse is centered, it's a misaligned die error. If it was off center, both sides would be off by the same amount, but a misaligned die is when the obverse die only is off center in relation to the planchet, meaning that the reverse remains on center. https://www.lincolncentforum.com/misaligned-die-errors-vs-off-center-strikes/
Misaligned die errors are quite common - until they are misaligned enough to start cutting off design elements. When the obverse is as misaligned as yours, it starts to become much more interesting.
