The rust stains look like they have come from an old paper clip.To grade that note 'crisp uncirculated' is wrong.

The rust damage is noted on the holder and in the listing description. I wouldn't grade it as uncirculated.

There are many questionable third party graders. I recommend staying with one of the big 4.

One thing I would like to add here. I am not trying for a shameless plug, but I belong to an ebay group called the ebay numismatic seller registration board. This group was formed to help expose ebay fraud within the numismatic field. To get there, you have to go to the group area of ebay, and look under the coin section. There are over 200 members, all of which are very knowledgeable in coin fraud investigation / recognition. If you want a link, PM me, and I'll send it.

CGA is one of the big 4. There are about 8 paper money grading services and CGA is still one of the top firms.
