Is definitely not normal but I'm no currency expert. Possibly someone cut up a sheet from a collection?
Congrats! Very interesting find. I don't believe this a sheet. Up until 1981, the serial numbers went up to [FONT=arial, sans-serif]99840000. After 1981, it stopped at 96000000. Higher serial numbers were usually sold as sheets directly to collectors. You can interpret this error as a shifted 3rd print and mis-cut. It seems that the cut is in line with the 3rd printing, but both are off compared to the 1st and 2nd print. You could call this a double error. The collector's premium will be minor because the shifts are minor and the condition is not all that good. [/FONT]
The third print is the Federal Reserve Bank seal and district numbers in black, as well as the green treasury seal and serial numbers. The first print is the reverse, then the second is the face, and then last is the black and green overprint (third).
I agree with everything funkee has posted except its value. There's really no telling what this might bring on eBay. It might bring $1 and it might bring $100. It depends on the moods of the bidiots that day.
The very first printing was off register. That's the cause for the rest of the problems with the note. If it had been printed correctly, the first time, then the others would not happened. Nice find, would have been better if not torn.:smile If it was in a sheet of notes, then it would be a manipulation of one in the sheet of notes.
