Odd 2013 bill, possible error?

I thought it maybe a stamp but it some how it looks like "for all depts, public and private" was somehow printed sideways. If anyone has any clue what this is or if this has any worth let me know please. If you need a better pic let me know but from what I can tell it's the same ink as the rest of the bill.

That's the edge of a teller's stamp. Most of the stamp was on the strap but a little got onto the bill. Not an error.

Yep, I watched a teller stamping bands at my bank and she could care less if it gets on the bill. I brought it to her attention and she just looked at me like I was crazy. LOL
