Not sure about this one, but I was reviewing a (Minor) rotated reverse error 2015 D North Carolina quarter I have and I noticed on the "A" and "R" there was something in it I'm not 100% on what it is though can anyone help? P.S I'm not asking if it's rotated -- I' already know that. I'm only asking about the thing with the A and R

Yes, because they are incused, the interior “islands” of the A and R have raised metal on top. I had read about concentric rings but forgot they were called “lathe lines”. On this example they don’t appear do be very concentric but it does explain better than die chip (imo). @Pickin and Grinin …thanks for the link…Spark
I believe it is just damage. Look at how the cross bar of the A is bent downwards. A hit is about the only way I can think of that would cause that. Here is a "normal" one.
