There are a lot of repunched dates on Norway coins from this time. Many are subtle, but some are dramatic like this one from 1938. The underlying digit is usually thinner because most of the date was polished away, leaving only the deepest impression made by the punch. On dies during this time, the last two digits were blank, and were dated individually.
