Have to see both sides of the coin. It looks like full steps. But if it is lower grade than MS 60-MS 70, or if it is a proof then it doesn't get the FS designation.
On first glance I tend to agree with you but sure wish we had more pics. Is that really a break on the left side? Also, it is such a nice strike it may be a proof coin.
I don't really see the "break". There is a slight cloudiness. I have seen worse than this designated as FS. Also, on these modern Jeffersons, you can pick almost anyone out of circulation and they all have FS. So I think they fixed the problem, and these may not qualify for the reason that they ALL pretty much have FS. Pick up any recent nickel, 2016, 2017 (in circ) and the steps are bold and crisp.
