Is this a mint error and if so, what is the value?

From those photos, I can only tell that it has been subject to environmental damage, and without knowing what, specifically, you have in mind, I can only assume that the error may have been that you found it in the 25c slot of your cash register.

Have you weighed the coin? If the weight is correct...then it's probably environmental damage.

My first assumption was that it was struck on a cent, but it could be enviromental damage.

 

It could be a metal detector find.
