The clad layer of any post 1964 minted quarters are made of a clad layer called cupro-nickel.. That means that there is copper mixed with nickel. Exposure to the elements will affect that copper. This is considered Environmental Damage. You don't have a mint error.
Thank you everyone for your input. I truly appreciate it. I have seen old coins that look rusty rus eventually turn green and such but it just looked so different. Thank you for helping me solve the problem.
