Ok, I'm stumped. What is this one supposed to be? Tiny alien crop circle quarter?

What I see is a tarnished NY quarter that shows planchet striations.

The striations/woody grain area has a bit of a weak strike is very dark and the normal silver area below YORK has a nice strike and normal silver look along with the area that looks like a Zero by the SoL.
