new york and oregon quarter missing features. advice appreciated

    if you look at the first photo you can see a hair/curl inside the ear and hair at the part pretty much meet. 2nd and 3rd photos the hair/curl is not there and the part has a space in it. what could cause this? is it an error? thanks in advance[HR][/HR]
