I could not get a definative answer other than it is common with plating over zink. the blisters range from lines to small dots. I would think that they are caused imperfections on the surface of the zinc or deposits that would not let the copper adhere properly.

I found a passage from a book that says the blisters are formed when contaminats on the zinc cause the copper not to adhere and trapped contaminants react with the zink causing the blister.
