new fort McHenry quarter...filling inside window?

I am not sure if this is normal? is this part of the design or something else. comments on the bottom of the window sill appreciated as well

get a good one, photo it, then compare

 

all the ones I have looked at so far has that "filling" look inside, but I compared the window sill to other coins and it is not the same

Seems normal because of the perspective of the building. Not looking straight on at the door way.
